2 million euros to improve the training of professionals in European funding

The EuropeAid Co-operation Office has published a call for a short-list to improve the professional skills and knowledge about the European Union and the ENP (European Neighbourhood Policy) of relevant staff from within the civil service and public administrations of countries ENP partners to be held for 36 months.

The EuropeAid Cooperation Office will allocate a maximum of 2 million to improve skills in the European Neighbourhood Policy according to a tender published last June 17 (OJ S 116 of 17.06.2010).

The overall objective of the pilot project is to enhance the professional skills and knowledge on EU and ENP (European Neighbourhood Policy) of relevant staff from the civil service and public administrations of ENP partner countries by proposing tailor-made training modules. The idea is to enable them to gain a better understanding and appreciation of the European Neighbourhood Policy as well as other relevant EU policies. This project should help to improve the effectiveness of the policies and the relationships between the EU and the neighbourhood countries.

The proposed training modules shall focus on ENP policy (European Neighbourhood and Partnership Instrument), its regional aspects and specificities in the South, East and at inter-regional level as well as on critical issues of policy importance (e.g. climate change, energy and transport interconnections, improving contacts between people, etc.). In addition, training should provide thorough knowledge on the operation, role and functions of EU institutions as well as on major areas of internal EU policies and their impact upon the European Union's external relations (i.e. external dimension of internal EU policies).

Training should be delivered in modules over a short period of time but will be repeated and spread over the duration of the pilot project in order to maximise the number of potential trainees in each ENP partner country. It is estimated that 300 persons could be trained and that an average of 10 training modules of 2 weeks could be organised.

Whenever possible, technology-enhanced learning, including e-learning modules, shall be envisaged as they enable reaching to larger target groups.
