Grants to foundation and political parties at European level
The European Commission has published in the Official Journal of the European Union (OJEU) dated June 28, 2008 two calls for proposals for grants to foundations and political parties at European level. The total budget for both calls is 18.21 million.
Political parties
The budget for the year 2009 for grants to political parties is 11.075 million. The maximum amount of financial assistance granted by the European Parliament shall not exceed 85% of eligible costs of running political parties at European level.
Available appropriations for the year 2009 will be distributed among political parties at European level whose funding application has been subject to a positive decision, given the eligibility criteria, eligibility, exclusion and selection, as follows:
- 15% is distributed in equal shares.
- 85% is distributed among those who are members of the European Parliament, in proportion to the number of deputies.
- Having legal personality in the Member State where its seat is located.
- Being represented by at least a quarter of the Member States, by Members of the European Parliament or national parliaments and regional assemblies or regional, or have earned at least a quarter of the Member States, the least 3% of the votes cast in each of those Member States in the last European Parliament elections.
- Respecting, particularly in its program and its activities, the principles underpinning the European Union: liberty, democracy, respect for human rights and fundamental freedoms and the rule of law.
- Having participated in elections to Parliament or have stated their intention to do so.
Political foundations
- 15% is distributed in equal shares.
- 85% is distributed among those foundations affiliated with political parties at European level who are members of the European Parliament, in proportion to the number of deputies.
- Being a member of the European political parties recognized under Regulation (EC) No 2004/2003, as certified by the latter.
- Having legal personality in the Member State where its seat is located, this should be a legal personality distinct from the political party at European level to which the foundation is affiliated.
- Respecting, particularly in its program and its activities, the principles underpinning the European Union: liberty, democracy, respect for human rights and fundamental freedoms and the rule of law.
- Not promoting profit.
- Having a governing body of geographically balanced composition.
