The Commission sets a common framework for data transmission of the business register

The Official Journal of the European Union, DOUE of March 12, 2009 has published Regulation (EC) No 192/2009 of 11 March 2009 on implementing Council Regulation (EC) No 177/2008 of the European Parliament and Council, which establishes a common framework for business registers for statistical purposes, as regards the exchange of confidential information between the Commission (Eurostat) and Member States.

The normalization of the structure of data record, as provides the community statistical programme, is crucial to treat them effectively, and moreover it's a necessary step towards providing data that meet the standards for data exchange specified by the Commission (Eurostat). Regulation (EC) No 177/2008 thus established a new common framework for business registers exclusively for statistical purposes to ensure that such records continue to be developed in a harmonized framework.

In accordance with Article 11 of the Regulation, it is necessary to establish the format, the security and confidentiality measures and procedure for transmission of data about individual units to the Commission (Eurostat) and data about enterprise groups multinationals to the appropriate national authorities.

In accordance with Regulation (EC) No 192/2009, it establishes the format in which the Commission (Eurostat) and national authorities will have to transmit the information required by the Community rules for statistical purposes.

Security and electronic data transmission

The regulation further stipulates that the data transmitted to the European Statistical Office (Eurostat) for the appropriate national authorities, or received by the Commission (Eurostat) from other sources, will be stored in a register of multinational enterprise group and its constituent units called "registration EuroGroups". In this regard, in July 2008, was tendered the acquisition of data necessary to manage the Community register of multinational enterprise groups (EuroGroups).

The Commission (Eurostat) and the appropriate national authorities keep the information confidential as specified by national authorities, in a secure area with restricted access and controlled. Upon request, the appropriate national authorities should provide information to the Commission (Eurostat) on security measures applied in the Member State concerned. The Commission (Eurostat) shall transmit the information to other Member States. It shall inform the authorities about their security measures.

The data and metadata transmitted under this Regulation shall be traded in electronic form from the appropriate national authorities and the Commission (Eurostat). The transmission format shall conform to the standards specified by the relevant Exchange Commission (Eurostat). The data will be transmitted by electronic means and the Commission (Eurostat) will charge through its single point of data.

Regulation (EC) No 192/2009 shall enter into force on April 1st, 2009.
