The programme shall be guided by the principal Community policy priorities of:

1. Prosperity, competitiveness, innovation and growth.
2. Solidarity and human development.
3. Economic, social and regional cohesion, sustainable development and demographic challenges.
4. Security.
5. Further enlargement of the European Union.

    (i) Create a European Statistical System to produce Community statistics.
    (ii) Foster Cooperation with users.
    (iii) Develop Technical cooperation with third countries.
    (iv)Develop Cooperation with international organisations.
c) Instruments for the implementation of  the Community statistical programme.
    (i) Better regulation.
    (ii) Ensure the systematic monitoring
    (iii) Increase ability to respond to users’ needs
    (iv) Financial support for actions contributing to Community objectives.
    (v) Utilising partners' expertise for Community purposes and develop collaborative networks.
