EC support for partnerships between organisations active in the youth sector

Through Action 4.6 of the “Youth in Action” Programme, the European Commission, via the Education, Audiovisual and Culture Executive Agency (EACEA), aims to support partnership projects with regional or local public bodies or with organisations active in the youth sector at European level. The total budget to support projects under this Call is of 0.75 M€.

The aim of this call for proposals is to combine small projects of this type within a structuring process, proposed by a public body or an organisation at European level. Consequently it offers a beneficiary of this kind the opportunity to provide its youth action with a European dimension and visibility and/or to become involved alongside the European Union in supporting youth projects led by third parties (for example, youth associations set up within the beneficiary's region).

This means that projects combined in this way may be either implemented directly by the beneficiary of the grant, or implemented by other entities with the joint support of the beneficiary and the European Union.

In real terms, a project supported as a result of this call for proposals will consist of a programme of activities:

  1. Combining one or several activities falling under sub-Actions 1.1, 1.2 and/or 4.3 (excluding networking) of the ‘Youth in Action’ Programme,
  2. Proposed by an eligible applicant organisation involved in the project in one of the following ways (mutually exclusive):
  • Either the programme of activities is directly implemented by the applicant organisation itself (procedure A).
  • Or the applicant organisation (coordinator) ensures the coordination of the implementation of the programme of activities which is implemented by other organisation(s) (partners) which meet the eligibility criteria specific to the sub-actions of the ‘Youth in Action’ Programme (procedure B). In this case, the partners which will be implementing the programme of activities, must be designated by the applicant organisation at the time of submitting the application.

Proposals must be submitted by local or regional public bodies or by organisations active in the youth sector at European level (ENGO) which have member organisations in at least eight Programme Countries of the "Youth in Action" Programme.

The eligible activities which may be listed in a programme of activities are as follows:

  1. Youth exchanges — under sub-Action 1.1 of the “Youth in Action” Programme.
  2. Youth initiatives — under sub-Action 1.2 of the “Youth in Action” Programme.
  3. Activities under sub-Action 4.3 of the “Youth in Action” Programme, excluding networking activities.

The programme of activities must start between April 1st 2009 and September 1st 2009, and may run for 2 years (24 months).

Budget and Application deadline

The total budget allocated to the cofinancing of programmes under the Call for Proposals EACEA/30/08 - Action 4.6 – Partnership – “Youth in Action” Programme, is estimated at approximately 0.75 M€. The maximum grant allocated to each project may not exceed 0.1 M€.
