Barriers to use of ICT and the internet by individuals and households
The Commission Regulation (EC) No 960/2008 of 30 September 2008 implementing Regulation (EC) No 808/2004 of the European Parliament and of the Council concerning Community statistics on the information society indicate a list of barriers to use internet by individuals.

The list of barriers is to be used to gather community statistics on the information society has been classified into two categories:
- Barriers to home internet access via broadband because:
- Too expensive.
- No need.
- Not available in my area.
- Can access broadband elsewhere (e.g. at work).
- Barriers to internet commerce because:
- They prefer to shop in person, like to see product, loyalty to shops, force of habit.
- Relevant information about goods and services difficult to find on website.
- Lack of skills.
- Delivery of goods ordered over the internet is a problem (e.g. takes too long or is logistically difficult).
- Payment security concerns (e.g. giving credit card details over the internet).
- Privacy concerns (e.g. giving personal details over the internet).
- Trust concerns about receiving or returning goods, concerns about complaints or redress.
- No payment card with which to pay over the internet.
- Speed of the internet connection is too slow.
