0.9 meuros to study ICT infrastructures in Europe

The Directorate-General for Justice, Freedom and Security (Directorate D: Internal Security) has launched on the 20th August two tenders to study  the ICT Critical infrastructures and to analyse how to improve European emergency preparedness in the field of fixed and mobile telecommunications and Internet.

The first tender try to study to support the process to define sectoral criteria to identify European critical infrastructures in the ICT sector, with a particular focus on the sub-sector of internet, fixed and mobile telecommunications with a maximum budget of 400,000 euro.

The main objective of the contract is to identify how emergency preparedness in the field of fixed and mobile telecommunications as well as the Internet could be enhanced across the European Union. Achieving this objective is a key element in improving the overall robustness and resilience of European electronic communication networks.
To this end, the study will review existing material; take stock and analyse in detail relevant national approaches; compare the approaches and identify cross-border gaps; characterise the scope of EU emergency preparedness and, last but not least, provide and validate recommendations and some guidance to support the enhancement of emergency preparedness across the European Union in the sub-mentioned fields.
The present study shall take into consideration and build on existing material and, among other things, on European Network and Information Security Agency (ENISA's) findings as part of their multi-annual thematic programmes, in particular MTP1on improving resilience in European e-communication networks and MTP2 on developing and maintaining cooperation models. The European Commission's services will make available to the contractors, in confidence and in due course, the material and analyses that have already been conducted, if relevant. The main objective of the second contract is to support the process to define sectoral criteria to identify European critical infrastructures in the ICT sector. To this end, the study will review existing material; analyse in detail relevant national approaches; compare approaches and examine outstanding issues; and, last but not least, provide and validate recommendations and some guidance to support the process to define sectoral criteria for the ICT sector. The study will cast a particular focus on the sub-sectors of Internet, fixed and mobile telecommunications and has a maxium budget of 500,000 euro.
