European Commission to study ICT indicators in FP6 & FP7

The Directorate-General for Information Society and Media, Directorate C - Lisbon Strategy and Policies for the Information Society has launched a tender to study  indicators in monitoring the implementation of ICT research in Sixth and Seventh Framework Programme.

With this tender (B-Brussels: using performance indicators in monitoring the implementation of ICT research in FP6 and FP7/SMART 2008/0032) the Information Society and Media  Directorate-General wish to study the performance indicators for the  Sixth and Seventh Framework Programme. The Specific objectives of the study are:

  • Develop a monitoring system to collect data related to performance indicators adopted in the ABM context (for 2008 onwards).
  • Clean up the data collected in 2006, 2007, 2008.
  • Perform a pilot assessment of the performance of ICT research through state-of-the-art scientiometric approaches and methodologies such as patent analysis, bibliometrics, co-patenting, co-publication, citation analysis etc.

This will also include some 'network analysis'-based work to analyse the effectiveness of the ICT research collaboration links. The European Commission has set up a maximum budget of 120,000 Euros and bids can be submitted until 25th August 2008. Detailed information of the tender can be found at the tender database.

The  Directorate-General for Information Society and Media has also another tender to study the CIP-ICT performance. The objective of this assignment is to assess the impact of the CIP ICT-PSP actions over time, in terms of the structuring effect of the programme in bringing key stakeholders together and creating coherence within the EU and between Member States in the preparation and implementation of pilots and in thematic networks; the level of achievement of the objectives of the initiatives funded; the take up and wider deployment of systems and services from the pilots; and the benefits to stakeholders, notably SMEs from wider take up of systems and services. In this case tenders can be submitted until Wednesday, 10 September 2008 with a maximum budget of 150,000 Euro.
