Regulation for common organisation of the market in wine
On the 6th June 2008 the EC published in the Official Journal of the European Union (OJ), the Council regulation (EC) No 479/2008 of 29 April 2008 on the common organisation of the market in wine, amending Regulations (EC) No 1493/1999, (EC)
No 1782/2003, (EC) No 1290/2005, (EC) No 3/2008 and repealing Regulations (EEC) No 2392/86 and (EC) No 1493/1999.
The regulation establishes the rules governing the attribution of Community funds to Member States and the use of those funds
by Member States through national support programmes (hereinafter referred to as support programmes) to finance specific support measures to assist the wine sector.
Member States shall be responsible for the support programmes and ensure that they are internally consistent and drawn up and implemented in an objective manner, taking into account the economic situation of the producers concerned and the need to avoid unjustified unequal treatment between producers. No support shall be granted:
- Research projects and measures to support research projects.
- Measures which are contained in Member States' rural development programmes.
Submission of support programmes
Each producer Member State referred to in Annex II shall, for the first time by 30 June 2008, submit to the Commission a
draft five-year support programme containing measures in accordance with this Chapter.
The support measures in the support programmes shall be drawn up at the geographical level which the Member States deem most appropriate.
Support programmes shall contain one or more of the following measures:
- Single Payment Scheme support.
- Promotion.
- Restructuring and conversion of vineyards.
- Green harvesting.
- Mutual funds.
- Harvest insurance.
- Investments.
- By-product distillation.
- Potable alcohol distillation.
- Crisis distillation in accordance.
- Use of concentrated grape must.
The most support to be given wil be to Italy, then Spain and third France:
Italy will receive from 2009 - 2013: 1,508,531 euros. From 2014 onwards 336,997 meuros.
Spain will receive from 2009 - 2013: 1,487,851 euros. From 2014 onwards 353,081 meuros.
France will receive from 2009 - 2013: 1,187,388 euros. From 2014 onwards 280,545 meuros.
