A report presented at the Agriculture Council on 27 September, concludes that specific measures relating to storing and the application of isolation distances can help limit or avoid the co-mingling of genetically modified (GM) maize with conventional and organic maize. During the European Parliament plenary session, the chamber approved a resolution stressing the need for adequate financial resources as well as adequate measures for disaster prevention. The plan includes legislation to establish a Community policy on water scarcity, stronger punishment of arson, an EU-wide disaster insurance scheme and more flexible mobilization of the Solidarity Fund.

The European Commission completed on 17 September the launch of the CO2 capture and storage (CCS) Project Network, the EU tool that supports early large-scale demonstration of technologies, which will accelerate learning and ensure that the Commission can assist CCS to safely fulfil its potential and become a commercially viable technology. The CCS is the world's first network of CCS demonstration projects to foster knowledge sharing and raise public understanding of the role of CCS in cutting CO2 emissions.

The European Commission has approved on 14 September the national programmes of the 27 Member States to improve the production and marketing of apiculture products for the period 2011-2013. The EU contribution to the financing of the programmes has increased by almost 25% compared to the previous period (2008-2010), from € 26 million to € 32 million per year.
