EU proposes protection from discrimination beyond the workplace

The Commission adopted on July 2nd, a proposal for a directive which provides for protection from discrimination on grounds of age, disability, sexual orientation and religion or belief beyond the workplace. This new directive would ensure equal treatment in the areas of social protection, including social security and health care, education and access to and supply of goods and services which are commercially available to the public, including housing.

Commission adopts Guidelines on application of competition rules to maritime transport services

The European Commission has adopted Guidelines on the application to maritime transport services of EC Treaty rules on restrictive business practices. Those Guidelines will help maritime operators understand the implications of this change, and provide details on market definition, information exchange in liner shipping and on operational co-operation agreements between tramp operators (i.e. unscheduled maritime transport of non-containerised bulk cargo), so-called pool agreements.

EU trade with Bosnia and Herzegovina

The Interim Agreement (IA) with Bosnia and Herzegovina has entered into force since 1st July 2008. The IA effectively creates a free trade area, with progressive opening of the market of Bosnia and Herzegovina facilitating economic and social development. The two sides signed the Stabilisation and Association Agreement (SAA) and the IA on 16 June in Luxembourg. Until the ratification process is finalised the trade provisions of the SAA are applied through the IA.

European Decision on the selection and authorisation of systems providing mobile satellite services (MSS)

The European Parliament and the Council adopted on June 30th the joint Decision No 626/2008/EC on the selection and authorisation of systems providing mobile satellite services (MSS). The introduction of new systems providing MSS will contribute to the development of the internal market and enhance competition by increasing the availability of pan-European services and end-to-end connectivity as well as encouraging efficient investment.

GALILEO: procurement for the first constellation of satellites

The European Commission and the European Space Agency (ESA) launched the procurement of the first complete constellation of the European satellite navigation system. A total of 30 dedicated navigation satellites will be put into space, monitored and controlled by a ground-based infrastructure which will be deployed around the world, with the main control centres in Europe.

It is published following the notification received on 19 June 2008 by the Commission.

Seventh Euro-Mediterranean Ministerial Trade Conference

The Conference will take place in Marseille, France, on Wednesday 2 nd July 2008 and it will allow Ministers to continue the discussion launched at the last Ministerial Conference in Lisbon, on the ways to enhance economic integration and diversification and boost Euro-Mediterranean trade and investment with the objective of achieving a genuine Free Trade Area by 2010.

The EU Roaming Regulation – One Year On

Today is the anniversary of the EU Roaming Regulation, which entered into force on 30th June 2007. Since then, the introduction of the Eurotariff has led to savings of up to 60% for consumers using their mobile phone to make and receive calls abroad within the EU (roaming). They will benefit from further reductions by 30 August as prices will be capped at €0.46 for making calls and €0.22 for receiving calls for the coming year. The European Commission is now assessing whether there have been satisfactory developments in the prices of data roaming (including SMS and MMS) before deciding on whether the Regulation needs to be extended to also cover these services. A deadline set by Commissioner Reding in February to the mobile industry for voluntary reductions of roaming prices for text messages and mobile data services expires today, close of business.

On 17 June 2008, the Commission received a notification of a proposed concentration following a referral pursuant to Article 22(1) of Council Regulation (EC) No 139/2004 (1) by which the undertaking Arsenal Capital Partners (‘Arsenal’, USA) via Arsenal Capital Partners QPII (‘ACP QPII’) and DAC Acquisition BV acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking DSM Special Products BV (‘DSP’ the Netherlands) belonging to the Royal DSM NV (‘DSM’, the Netherlands) by way of purchase of shares.
