4 Meuros for civil protection in Candidate countries

The supplement of the European Union Official Journal has published on the 8th October a call for tender to improve civil protection cooperation for the candidate countries for civil protection cooperation for the candidate countries and potential candidates.

The object of the contract, published on the 8th October, is to set three contracts covering a different yet related group of activities.


1. Design, prepare, conduct and evaluate a training programme with exchanges of experts component.

  • Training: a training programme for 136 persons per year, encompassing basic training, operational management training and advanced training (272 persons in total).
  • Exchanges of experts: the organisation of 40 expert exchanges per year (80 in total).

2. Design a model and prepare, conduct and evaluate 2 full-scale regional exercises, and arrange the participation of 8 beneficiaries' teams in the mechanism exercises.

3. Prepare, organise and evaluate workshops.

There will be 12 workshops on the key identified topics:

  • The provision of assistance during disasters and host-nation support (HNS).
  • Early warning systems (EWS).
  • The development of '112' systems and centres.
  • Sharing the best practices and the development of the lessons-learned systems.
  • The Instrument of Pre-accession Assistance (IPA) and accessing national IPA programmes.
  • The Community Civil Protection Mechanism.
