Three resolutions on water, trade and climate change, and the financial crisis have been adopted at the third plenary session of the Parliamentary Assembly Euro (EuroLat) meeting in Madrid between 6 and April 8, in addition to endorsing the "Euro Charter for Peace and Security".

As a result of the meeting held at the third plenary session of the Euro-Latin American Parliamentary Assembly (EuroLat), held in Madrid between 6 and 8 April 2009, participating countries came to the signing of the "Charter for the Euro Peace and Security ", whose objectives are to strengthen and deepen the political dimension of the bi-regional partnership, to promote ratification and implementation of regional instruments apply to the various issues related to peace and security by the Euro-Latin American international and establish joint activities and proposals on all these subjects.

The signatories believe that the new common threats that affect both the European Union and Latin America specifically include poverty, pandemics and infectious diseases, environmental degradation, threats to governance and good governance, war and domestic violence, anti-proliferation and possible use of nuclear, chemical and biological weapons, terrorism, international organized crime, drug trafficking and human trafficking.

EuroLat. Decisions on water, trade, climate change and financial crisis

Following up on the work after the second plenary EuroLat held in Lima in 2008, the Euro-Latin American Parliamentary Assembly has adopted three resolutions in Madrid based on the work carried out by the commissions that compose it. In the first, devoted to issues related to water, the Assembly welcomes the Lima Declaration adopted at the Fifth EU-LAC Summit, which makes several references to problems related to water and states explicitly the need to universalize the access to safe drinking water and sanitation, stressing that as the main cause of poverty is the difficulty of access to natural resources. That is why taking measures to ensure a dignified life and access to water for basic needs of all populations is so important.

In the second of its resolutions, the Assembly notes that, in the past, the main culprits of climate change were among the developed countries. However, in future, as well as developed countries are responsible, the emerging economies are pollute everyday more and more.

Notes that the main victims are the developing countries and that therefore the "Earth Summit" in Rio and the UNFCCC in Rio and refer principle of "shared but differentiated responsibility". It is necessary to adopt multilateral solutions to transboundary environmental problems and to strengthen multilateral agreements in the field of climate change that should contribute to strengthening the multilateral trading system.

Regarding the financial crisis, the Assembly urges the governments of the countries that make up the strategic partnership EU-LAC bi-regional mechanisms and to establish coordinated policies, within the framework of the pillars of the Association, to promote the adoption of monetary and fiscal stimulating economic activity, social support, and to overcome the financial and economic crisis and mitigate its effects in people and economic sectors most vulnerable.

At the time of closing, the Director General of Foreign Affairs of the European Commission, Eneko Landaburu, stressed the importance in future budgets of the European Union of making an effort to promote the financial mobilization for Latin America. Landaburu emphasized regional integration as an European identity, and has argued that the difficulties will be overcome through political dialogue and bilateral relations between the two continents.

Appointments within EuroLat

The third plenary session was also the occasion for the election of three new vice presidents, as well as the approval of the appointment of Luis Fernando Duque as the new co-chairman, replacing Jorge Pizarro.
 
The new co-chairman of the EuroLat, Luis Fernando Duque, was satisfied with the appointment and said that he comes with the 'best expectations". He pledged to work with enthusiasm and open to dialogue and said that he believes “in the integration as the best path to understanding”.

Working Group Migration-ALC

During this third session of the Assembly, the Working Group Migration-ALC has also been established, following the decision taken in Antigua, Guatemala. It has also talked about the need to accompany the resolutions with concrete recommendations, and that the directive to return illegal immigrants, passed by Parliament, would be applied with more flexibility.
