EuropeAid  Officice has launched on the 15 october 2008 a call for tender for a technical assistance for assessments in macroeconomics, public finance management and performance measurement.

The objective of the framework contract is to provide short-term operational services for the European Commission to analyse and monitor its ongoing and planned external assistance to developing countries (with special regard to budget support programmes). Assignments will mainly be carried out on the spot, in third countries receiving external aid (central and eastern Europe, Balkans, New Independent States, Latin America, Asia, Mediterranean countries, Africa, Caribbean, Pacific etc.).

The technical domains covered are as follows:

• Macroeconomic analyses.
• Public finance management analyses (including PEFA assessments).
• Evaluation, development, monitoring and analysis of performance indicators; and assessment of management of statistical and information systems and their reforms in developing countries.

Budget and dealine

The total budget for this tender is 2,3 Meuros distributed in the following way:

• Lot 1: macroeconomic and public finance management assessments — EUR 1,800,000.
• Lot 2: statistics and performance measurement assessments — EUR 500,000.
