Report on budgetary and financial management for the financial year 2007

In the official Journal of the European Union, on the 13th June 2008, the Commission published a report on budgetary and financial management for the financial year 2007. This report presents the budgetary and financial management by the European Parliament during financial year 2007. The report outlines the financial situation and the events which have had a significant influence on activities during the year and gives a synthetic account of the achievement of the objectives for the year.

2007 was the first financial year covered by the financial perspective for 2007-2013. Parliament's final appropriations totalled € 1,397,460,174 and represented 19,65 % of EU total administrative expenditure

Also, revenue entered in the accounts as at 31st December 2007 totalled 144,449,007 euros.

Authorised appropriations in Parliament's initial budget for 2007 totalled € 1,397,460,174, representing a 6 % increase over the 2006 budget (€ 1,321,600,000). No amending budget was introduced in 2007.

Ojectives and Results

The four general objectives for Parliament in 2007 set by the Secretary-General are a continuation of those pursued in 2006, namely:

  • Making enlargement a success and preparing the enlarged Union for the future.
  • Further implementing Parliament's communication and information policy.
  • Better lawmaking.
  • Better resource management.

Commitments and payments

Commitments totalled € 1,337,615,197, or 96 % of final appropriations (2006: 99 %). Payments totalled € 1,112,375,865, or 83 % of commitments entered into (2006: 86 %).

On the other hand Appropriations totalling € 16,044,941 (2006: € 15 274 568) were cancelled. They amounted to 1 % of final appropriations.
