Energy Council talks
This Energy Council will be held on Friday 6 June, in Luxembourg. It will start at 10.00 and last the whole day, depending on the outcome of the discussions. It will be followed by a press conference.
The main purpose of the Council is to reach an agreement (general approach) on the internal market. There will also be a policy debate on the Energy and Climate change legislative package and an information point on International relations. Under Any Other Business, Portugal is expected to raise a question on the high oil prices. Commissioner Piebalgs has already manifested his support to such a discussion.
3 items will be discussed
- The first point on the agenda is the internal market where a general introduction in public will be followed by a lunch where the Energy Ministers will continue the discussions on the internal market. The European Council in March urged the June Energy Council to reach a political agreement, but since the Parliament has not yet voted it is only possible to reach a general approach. The discussion will be resumed in Council after lunch.
- The second point is the Energy and Climate change legislative package where the Presidency will outline the main issues in the progress report for the whole package, with special focus on Renewables and in particular the flexibility mechanisms. The same progress report will have been discussed in the Environment Council 5 June, with main focus on the other parts of the package. Delegations are invited to comment, but there are no questions prepared for the debate. This point should be rather short since internal market is the main point, but if all delegations choose to comment it may still take a while. It is likely that the flexibility scheme, the so called Guarantees of Origin, and biofuel sustainability be raised in the debate.
- The third item is the usual information point from the Commission on international relations in the field of energy. The Commission will inform about EU-OPEC, International Partnership for Energy Efficiency Cooperation, Energy Community and other recent initiatives including relations with Russia and the EU-Africa Partnership.
