The Euroregions as an example of territorial cooperation and integration

The workshop on the Euroregions organised in the Open Days 2011 framework shows a model of cooperation for European territories. The Euroregion Pyrenees-Mediterranean was showed during the event as an example of this model for cooperation.

The workshop on the 'Euroregions for Territorial Cooperation', organised at the Delegation of the Catalan Government to the EU in the framework of the Open Days 2011, had as main goal to discuss their capacities to play a key role in tackling inequalities. Through the presentation of concrete projects, the workshop discussed weaknesses and strengths of territorial cooperation as well as the contribution of Euroregions in implementing the EU 2020 objectives.

According to Salvador Sedo i Alabart, Director General of Foreign Affairs of the Government of Catalonia and speaking on behalf of the Euroregion Pyrenees-Mediterranean, it is needed more and more integration and territorial cooperation among regions. Eurocampus for instance, is one of the projects developed by this Euroregion. Eurocampus encompasses the higher education centres in order to improve their competitiveness and foster the mobility of students, educators and researchers. Mr Sedo i Alabart also stressed the importance of getting local involvement and many young people collaboration.

On the other hand, Bernard Soulage, Chairman of the Association les Villes et Régions Européennes de la Grande Vitesse (Association of European Cities and Regions with High-Speed Railway) highlighted the importance of creating a interregional cooperation. He also said that there no matter the cooperation form, Euroregion or Macroregion, but it must exist.

The debate was opened among the participants with the following questions: Which are the best instruments to foster growth in their territories? How can the use of Structural Funds be improved in order to facilitate cooperation projects? One of the conclusions of the debate was the importance of the EU Cohesion policy, whose reform proposal has been recently presented by the Commission. Most of the participants also agreed with one of the participants request, the replacing the 150 km limit for maritime borders with the criterion of functional geographies.
