Call for proposals 2021 - Social Services helpdesk ESF-2021-SOCHD Closed!

Objectives

The objective of the call is to finance a “Social Services Helpdesk” that will help Managing Authorities use ESF+, REACT-EU, ERDF and the Recovery and Resilience Facility (and other relevant EU funds) for evidence-based social services intervention and help social service access said funds.
 
To achieve this, the Helpdesk will raise awareness and understanding about ESF+ and REACT-EU (and other relevant EU funds) about how funding can better support social services, facilitate use of and access to EU funds for social services and facilitate exchange and co-operation between Managing Authorities, social services and the European Commission to ensure that funding priorities are based on an assessment of social needs and on effective evidence-based interventions, including through the development of simplification measures at national level.

Actions

This call covers the following topics:

  • ESF-2021-SOCHD: Social Services helpdesk (ESF-PJG - ESF Project Grants)

Activities contributing to raising awareness and understanding about ESF+ and REACT-EU (and other relevant EU funds) about how funding can better support social services. These should include:

  • Online provision, reaching out to the local social services providers, of general and regular information on ESF+ (and other relevant EU funds) for social services, such as cross-sectoral and thematic issues and examples, promising practices in terms of programming, projects funded, methodology, partnerships, processes, examples of (innovative) projects which could be funded by ESF+ (and other fund  Online Course, reaching out to local social services providers, on different aspects of the programming, planning, management, implementation and principles of EU funds and EU social policy, to be piloted in 2/3 countries  
  • Booklet reaching out to local social services providers: providing existing examples & promising practices on the use of EU funds for social services in a variety of fields  
  • National Forums pulling together local social services providers, in order to inform the social services sector to gather feedback and identify experts.

Activities aiming to facilitate the use of and access to EU funds for social services. These will include :

  • technical workshops (in person and/or virtual), reaching out to local social services providers, to develop simplification and facilitation processes to increase the use of ESF+ and others for social services  
  • the development of simplified cost options, standard project types, drafting of call templates, and tackling barriers in access for smaller social services.  

Activities fostering exchange and co-operation between Managing Authorities, local social services providers and the European Commission to ensure that funding priorities are based on an assessment of social needs and on effective evidence-based interventions. These should include:

  • policy workshops, reaching out to local social services providers, to promote the use of ESF+ funding for supporting solutions to social challenges (community services, housing first, innovative work, integration projects, staff training, etc)
  • development of relevant Guidance

The Community provisional funding available for the call for proposals is:

  • 2,00 Million EUR (Global Budget)
