Call for proposals 2021 – Pilot Project - Building investigative capacity to better fight doping in sport in Europe PPPA-SPORT-2021-FIGHT-DOPING Closed!


The objectives of the project are as follows:

  • to develop a set of complementary measures and activities that would address the issues mentioned above and that would be concretely beneficial to a maximum number of European ADOs and more globally to the anti-doping system;
  • to allow for ADOs to partner with the World Anti-Doping Agency (WADA) to conduct investigations, protect whistleblowers and to cooperate on joint investigations with law enforcement agencies and the global network of investigators;
  • to build capacity of the European anti-doping system, reduce the prevalence of doping in sport and maximize the health benefits generated by the practice of clean sport by the European youth.


A non-exhaustive list of the main activities eligible under this call for proposals is listed below:

  • develop a system for the general sharing of information (and information on legislation and best practices on investigation) between ADOs, law enforcement agencies and WADA and for the protection of whistle-blowers;
  • help to build the investigative capacity of ADOs by providing training;
  • support the creation of networks (for ex of investigators or source handlers) to exchange information and partner with European and international law enforcement agencies.
  • other actions (studies, analyses, mapping projects) to build capacity of the Anti-Doping Organizations and law enforcement in the areas of anti-doping investigations and whistleblower protection.

European community funding

The Community provisional funding available for the call for proposals is:

  • 1,43 Million EUR (Global Budget)
