Call for proposals: Implementation of the New Legislative Framework - joint enforcement actions of market surveillance authorities and customs 101/G/ENT/IMA/13/11212 Closed!

Objectives

The objective of the call is to implement Actions 9 and 11 of the Communication of the Commission '20 actions for safer and compliant products for Europe: a multi-annual action plan for the surveillance of products in the EU' [COM(2013)76].

  • Action 9 concerns joint enforcement activities to which the Commission will provide financial support, 'allowing market surveillance authorities and customs to pool resources and expertise and to apply SME-friendly methods. The main objective of this initiative is to enhance the efficiency and effectiveness of the surveillance system in Europe, as well as to improve the coordination of the practical enforcement work carried out in relation to product categories or other priorities.'
  • Action 11 concerns the financial support towards the administrative functioning of most of 'Administrative Cooperation groups' (ADCOs) so that the administrative burden of the organisation of these meetings can be reduced. The focus is on the ‘financial support for the travel costs of market surveillance authorities that wish to attend the meetings of the selected groups’.

Actions

1. Financial support for joint enforcement actions, i.e. for the coordination of the practical enforcement work carried out by market surveillance authorities in relation to:

  • Measuring instruments falling within the scope of Directive 2004/22/EC.
  • Non-automatic weighing instruments falling within the scope of Directive 2009/23/EC.
  • Prepackaging falling within the scope of Directive 2007/45/EC.
  • Toys falling within the scope of Directive 2009/48/EC.
 
2. Financial support for the travel costs of market surveillance authorities that wish to attend the meetings of the informal and sectorial “Administrative Cooperation Groups on Market Surveillance”.
 
3. Financial support for joint enforcement actions, i.e. for the coordination of the practical enforcement work carried out by market surveillance authorities in relation to product categories or other priorities. The product categories involved will cover construction products, electromagnetic compatibility, equipment for explosive atmospheres, low voltage products, radio and telecommunications terminal equipment, gas appliances, lifts, machinery, pressure equipment, recreational craft and simple pressure vessels.

The Community provisional funding available for the call for proposals is:

  • 0,40 Million EUR (Global Budget)
