 The Programme is divided into the following five sections:

  1. Employment;
  2. Social protection and inclusion;
  3. Working conditions;
  4. Antidiscrimination and diversity;
  5. Gender equality.



The purpose of this call is to establish long-term cooperation between the European Commission and European-level networks active in promoting social inclusion and poverty reduction in society as well as European-level networks active in the promotion of access to finance (microfinance or social enterprise finance). The EU level networks organisations play an important role in promoting changes in employment and social policies and legislation. In the current macroeconomic climate in particular, there is the need to re-build the citizens' trust in the European project and to re-gain the support of the grassroots organisations thereby creating the necessary legitimacy for a social Europe.

The Community provisional funding available for the call for proposals is:

  • 11,00 Million EUR (Global Budget)

Organisations eligible to participate

Opened to the following bodies or institutes with legal status established in the covered areas:

  • Public authorities (all)
  • Non-governmental organization
  • Universities
  • Regional authorities
  • Local authorities

Covered areas

Bodies or institutes must have their registered legal seat in one of the countries taking part in the Programme which are:

  • European Union (EU)
  • Candidate Countries
  • European Economic Area (EEA)
  • Third countries
  • European Free Trade Association (EFTA)
