Objectives

The primary objective of this program is to reduce poverty in the context of sustainable development, including the fulfillment of the Millennium Development Goals and other internationally agreed targets.

This is an "actor-oriented" call for proposals, which seeks to strengthen the capacity of civil society organizations and local authorities as a precondition for a more equitable, open and democratic country through support to their "own initiatives".

In this call for proposals it will be given priority to actions aimed at:

Non-State Actors:

  • Strengthening education, public participation and environmental management with respect to biodiversity conservation, climate change mitigation, processing and recycling of solid waste.
  • Strengthening social crime prevention through youth participation at the municipal level (Priority will be given to actions proposed by NSA in partnership with one or more local authorities).
  • Strengthening citizen participation and training of municipal officials in planning local development (Priority will be given to actions proposed by NSA in partnership with one or more local authorities).
  • Promoting job training for the job insertion disadvantaged youth
  • Encouraging and promoting women's entrepreneurship.

Local Authorities:

  • Strengthening the capacities of local authorities and citizen advocacy in areas such as urban or rural planning, environmental protection including biodiversity conservation and climate change mitigation, gender or municipal policies or youth (Priority will be given multi-stakeholder actions requested by one or more local authorities in partnership with universities, training and/or one or more NSAs).

Actions

Lot 1:

  • Training actions and participation of the general public or specific groups to strengthen environmental management. These actions can (a) collecting, recycling and reusing solid waste, (b) the conservation of biodiversity, or (c) mitigating the effects of climate change, respectively.
  • Monitoring, analyzing and monitoring practices and programs in the field of environmental protection. Defining and implementing innovative and participatory actions to promote opportunities for dialogue, including negotiation, conflict resolution and preventing or reducing youth violence at the municipal level.
  • Pilot projects and / or training activities and / or training to resolve conflicts nonviolently and social integration of young people.
  • Creation and / or strengthening of spaces for dialogue and consultation between NSAs and Local Authorities in development processes.
  • Actions to promote research, education and training to promote social prevention of crime among youth.
  • Actions to initiate and strengthen planning processes of local development through training and participation of citizens and public officials and employees of the municipalities.
  • Creation and / or strengthening of training institutions, dialogue and consultation between NSAs and Local Authorities in local development processes.
  • Actions that promote job training for the job insertion disadvantaged youth.
  • Actions that encourage and promote women's entrepreneurship.

Lot 2:

  • Actions to train staff of local authorities and / or citizens of the municipality as a result of capacity building for urban and rural planning and citizen advocacy in it.
  • Actions to train staff of local authorities and / or citizens of the municipality as a result of strengthening environmental management, including the conservation of biodiversity and mitigation of climate change.
  • Actions aimed at increasing citizens in public policy advocacy municipal gender or youth through training of local authorities and the empowerment to citizen participation.
  • Support for training and participation of civil society actors in organized public audit (monitoring and evaluation of public administration).
  • Actions aimed at facilitating the development of strategies to increase adherence, commitment, identification and support of the public in the fields of urban and rural planning, environmental protection including biodiversity conservation and climate change mitigation , gender or municipal policies or youth.
  • Actions to promote and implement good practice to channel and promote citizens' initiatives on the agenda of local authorities and / or NSA.

European community funding

The Community provisional funding available for the call for proposals is:

  • 5,40 Million EUR (Orientation of the budget)
