Call for proposals - Project on Maritime Spatial Planning in the Mediterranean Sea and/or the Black Sea MARE/2012/25 Closed!


The objective of the project is to gather practical knowledge and experience in the implementation of Maritime Spatial Planning (MSP) in one or more cross-border sea areas situated within the Mediterranean Sea or the Black Sea, providing added value to the co-operation activities that are already going on in this area.

Despite the ongoing activities of some EU Member States in implementing MSP at national or regional level, cross- border cooperation between Member States remains limited at this point in time. This project therefore seeks to stimulate the development of a cross-border, ecosystem-based approach towards MSP in the Mediterranean Sea or in the Black Sea.


The objectives of this project are to:

  • carry out concrete, cross-border MSP in cooperation among European countries in accordance with the 10 key principles identified in the 2008 Roadmap Communication, in one or more cross-border sea areas, to be identified by the project Partners and characterised by multiple and cross-border maritime uses (existing or potential), situated within the Mediterranean Sea or the Black Sea, with the greatest possible involvement of authorities responsible for MSP in the selected area(s);
  • Identify potential barriers and formulate recommendations on the application of MSP in cross-border areas, to the benefit of cross-border MSP application throughout the EU;
  • Explore the links between MSP and Integrated Coastal Zone Management (ICZM) and contribute to a better understanding of similarities and differences between the two concepts.

The Community provisional funding available for the call for proposals is:

  • 1,00 Million EUR (Global Budget)
