Call for proposals - Financial contributions to joint actions to improve the effective application of Directive 2001/95/EC on general product safety SANCO/2012/B3/GRANT JA CHINA Closed!


The main purpose of this call is to enhance the cooperation between various European market surveillance authorities in their relation with China, having in mind three key objectives:

  • To ensure that fewer unsafe products are imported to Europe from China
  • To further develop and implement the concept of "seamless market surveillance", including the possibility of defining common working methods with the Chinese authorities. To carry out concrete supervision, surveillance and enforcement activities along the supply chain, in close cooperation with the Chinese authorities
  • To improve the knowledge of all European authorities about the Chinese manufacturing, exports licensing and surveillance. To inform Chinese authorities about European requirements and market surveillance practices and seek their concrete cooperation towards stopping dangerous products from arriving to Europe.


The joint actions should cover one or more of the following aspects of administrative cross-border co-operation activities related to surveillance and enforcement of European Union safety requirements for non-food consumer products:

  • Exchange of expertise and development and exchange of best practices related to risk assessment, product testing and market surveillance.
  • Market surveillance operations
  • Assessment of risks posed by non-food consumer products
  • Product testing

In particular, the joint actions may cover the execution of joint or co-ordinated activities, the exchange of information, development of common methods, protocols and check-lists, and database development work.

European community funding

The Community provisional funding available for the call for proposals is:

  • 0,30 Million EUR (Orientation of the budget)
