Call for proposals - Preparing implementation of Structural Funds in Iceland EuropeAid/133453/C/ACT/IS Closed!


The global objective of this Call for Proposals is based on specific targets in ‘Iceland 2020’ strategy of the Icelandic government for the current decade. The open call for proposals will recognise challenges and circumstances in all areas of Iceland. Instrument for Pre-Accession Assistance (IPA) support can be particularly important to strengthen the development and co-operation of knowledge clusters in and between the eight regions of Iceland.

The call will have two strands, named Strand I – economic development and Strand II – Social development, each with two main priorities derived directly from the main strategy expressed in ‘Iceland 2020’.


Strand I – economic development

Strand I addresses economic development with emphasis on two priorities: employment creation and contribution to competitiveness of the whole Icelandic economy. The aim is to improve the overall capacity of firms to trade goods and services on international markets. Support should be focused on clustering and cooperation between companies, universities and research institutions and government support actors. Where appropriate, partnership between different types of actors is encouraged.

Strand I support will be focused on challenges but also specific strengths in one or more of the six areas that were identified in the ‘Iceland 2020’ strategy as being common to all eight regions in Iceland. These themes are likely to contribute to future competitiveness of Iceland and project proposals targeting economic development need to address one or more of these:

  1. Tourism and extending the tourism season.
  2. Health and wellbeing.
  3. “Pure” food and water.
  4. Finished food products.
  5. Knowledge and research centres.
  6. Enhance eco-innovations and use of eco-friendly energy (hydropower and geothermal energy).

Strand II – Social development

Strand II addresses social developments with emphasis on the problems of unemployment and risk of social exclusion. The two priorities are to improve employment prospects and social inclusion by supporting active participation in society of all groups. Support will be focused on labour market measures, education and supply of skills and active participation of different groups in society and the labour market.

The open call for proposals will recognise current challenges and the particular circumstances Iceland is now facing in terms of high unemployment coupled with financial difficulties and risk of increased poverty. The underlying concern is that every single individual matters a great deal in a small population and continued active participation of all individuals from all social groups and nationalities is essential. Projects under this strand can therefore be focused at activities that benefit limited number of individuals if they can have a structural effect on a well defined group of disadvantaged people.
