The global objective of this call for proposals is to foster a more democratic society by strengthening democratic citizenship and human rights education (HRE) that corresponds with European core values.

The specific objective of this call for proposals is to strengthen the level of awareness and to build skills for democratic citizenship among those groups who are stakeholders in the education of children. Such skills and awareness among key stakeholders would be essential for multiplying the effects of the efforts in the school environment and for sustaining the impact of the proposed intervention.


Some indicative/example actions are provided below. The purpose of this list is to provide guidance to the type of actions which can be supported but it is not an exhaustive list.

  • A project may contain one or more than one of the activities given below.
  • Preparing democratic school and class management model examples,
  • Supporting improved dialogue in the field of democratic citizenship and human rights education cooperation between schools, NGOs, local authorities, educational institutions and universities,
  • Organizing supportive activities on becoming an “effective” citizen who is respectful to human rights in democratic environment, undertakes his/her responsibilities and uses his/her own rights,
  • Providing web based (e-learning) systems related with democracy and human rights education,
  • Training teachers, students, parents and other staff on democratic citizenship and human rights education,
  • Supporting awareness raising activities on democracy and human rights for all stakeholders in education sector,
  • Creating democratic education environments in educational institutions,
  • Providing, developing and distributing educational materials on human rights education subjects,
  • Increasing participation of students, teachers and parents in decision making process at schools,
  • Increasing sensitivity on human rights particularly in the field of education,
  • Increasing the effectiveness on educational and social club activities in schools,
  • Creating such an environment of respect and tolerance to differences,
  • Organizing activities encouraging learning and use of rights and responsibilities,
  • Organizing activities for transferring democracy culture into houses and streets through schools,
  • Reviewing textbooks and other educational materials in terms of human rights,
  • Improving competencies of teachers and administrators in terms of democratic values and skills,
  • Ensuring effective participation of parents and students into teaching process,
  • Organizing activities increasing equity of opportunities in education.

European community funding

The Community provisional funding available for the call for proposals is:

  • 2,70 Million EUR (Orientation of the budget)
