The global objective of this Call for Proposals is to provide durable and sustainable solutions for Roma, Ashkali and Egyptians (RAE) and other internally displaced persons (IDPs) residing in the Konik area, both those who wish to obtain residence and opt for integration in Montenegro, and those who wish to return voluntarily to their countries of origin.

The priority of this call for proposals is to provide internally displaced persons (IDPs) and other residents of Konik settlement with improved access to rights including, legal status, education, health and employment to enable their full integration in Montenegro and to enhance conditions for those who wish to return to their countries of origin.

The specific objectives of this Call for Proposals are:

  • support the most vulnerable residents of Konik in acquiring documentation for foreigner status, with a special focus on female-headed households
  • support RAE mothers and children in the first 3 years of their development, including increasing access to kindergartens and integrated primary schools
  • support the social integration of the target population through education and the provision of literacy classes for the RAE community, with a special focus on women
  • support the target population with specific employment measures, in accessing the labour market with small business start ups (with emphasis on recycling activities as a form of waste management and a sustainable source of income)
  • support access to primary healthcare for the target population
  • assist RAE IDP families who voluntarily choose to return to Kosovo
  • provide technical assistance to the project unit at government level for co-ordination, monitoring and reporting of all IPA project-related activities


  • Local Integration: Solutions in this component will focus on five key areas, social integration, documentation, education, health and employment with a special focus on recycling/waste management
  • Return Solutions
  • Technical assistance to the Project Implementation Unit (PIU)

The Community provisional funding available for the call for proposals is:

  • 1,30 Million EUR (Global Budget)
