Objectives

The global objective of this Call for Proposals is to strengthen an inclusive and empowered society in Belarus in decision and policy making and contributing to the democratisation process.

The specific objectives and priorities of this Call for Proposals are:

  • strengthening the capacity of non-state actors and local authorities to participate in defining and implementing sustainable development strategies, including their political, economic, social and environmental aspects;
  • strengthening the capacity of non-state actors and local authorities to promote the Belarusian national and cultural identity and citizen's participation in the cultural policy dialogue;
  • strengthening the capacity of non-state actors and local authorities to develop and implement actions to mitigate socio-economic consequences of the Chernobyl accident;
  • promotion of changes in government policy and practice towards non-state actors and local authorities in favour of their effective involvement in policy- and decision-making processes;
  • strengthening the capacity of citizens to engage in discussion and launch actions at local level, to defend their rights and participate in decision-making;
  • fostering quality partnerships and promote networking and alliances between actors from the EU and Belarus.

Actions

The below list of activities under this call of proposals is not exhaustive:

  • Building public policy literacy (e.g. policy analysis, cost-benefit analysis, geospatial analysis etc.) among citizens and civil society representatives, awareness raising to encourage public discussion and dialogue between authorities, the population and civil society on public policies;
  • Policy advice, advocacy, legal drafting, and lobbying activities to improve the administrative, institutional, and legal framework for the delivery of public services and transparency of public policies; design and implementation of pilot activities;
  • Capacity building of civil society organizations, local authorities other stakeholders for successful participation in defining and implementing sustainable development strategies, including their political, economic, social and environmental aspects;
  • Studies, research based analysis and dissemination of information, including publications on reforms at the national, regional and local level;
  • Training and capacity building activities; Activities that foresee exchanges of relevant best practices in conferences, roundtables and other public awareness raising events;
  • Organisation of community groups or initiatives, including activities to promote social and economic development in smaller communities and/or Chernobyl-affected areas;
  • Facilitating contacts, consultations and discussion between different stakeholders including between various NSA and LA actors in the European Union and Belarus;
  • Facilitation of work of new emerging and grass-roots civil society initiatives, couching and guiding and support via sub-granting.

European community funding

The Community provisional funding available for the call for proposals is:

  • 2,25 Million EUR (Orientation of the budget)
