The overall objective of this Call for Proposals is to support initiatives of local authorities and their partnerships to advance the decentralization process and to contribute to local sustainable development in the country.

The specific objectives of this Call for Proposals are:

  1. Empower local authorities and associations of Guatemala to fully exercise its institutional role as key actors in local development and as providers of public services;
  2. Promote local public administration based on a transparent, democratic, effective and efficient planning.


The priorities of this call for proposals are:

  1. Strengthening local governance (municipal, departmental) to technical, administrative and financial level and promote the development, implementation and monitoring of local public policies and land use;
  2. Improving the management of municipal public finances and promoting transparency in budget execution, accountability and the development of initiatives to increase their own income;
  3. Supporting local actors to comply with the own and delegated powers to the terms established by the Municipal Code.

European community funding

The Community provisional funding available for the call for proposals is:

  • 0,47 Million EUR (Global Budget)
