Objectives

The Directorate-General of the European Commission responsible for civil protection, the Civil Protection — Disaster Response Unit, is launching a Call for Proposals with the aim of identifying projects on an EU civil protection rapid response capability which might be eligible for financial support. This financial support will take the form of grants.

The aim of the Preparatory Action is to test innovative arrangements ensuring that key resources and essential equipment are made available during relevant periods and deployed to respond to disasters in the framework of the Community Mechanism for Civil Protection (the Mechanism) at the request of the Monitoring and Information Centre (MIC) of the European Commission.

The overall objective of the projects that may be co-funded under this call for proposals is to improve, on a test basis, the overall capacity of the EU to respond immediately, through the deployment of civil protection capacities, to critical needs arising from major disasters of any type inside and outside the EU, at the request of the MIC. It shall also improve the availability of assistance through the Mechanism by ensuring that key civil protection resources are either available or on standby during relevant periods.

Actions

The proposals can include the following elements, among others:

  • The planning of the action including the design, the conceptual framework and the establishment of an European rapid response capability
  • Training courses
  • Arrangements for ensuring standby of the European rapid response capability.
  • Standard Operating Procedures (SOPs)
  • One on-site deployment
  • A full-scale exercise
  • Attendance at up to five meetings organised by the Commission

European community funding

The Community provisional funding available for the call for proposals is:

  • 7,50 Million EUR (Global Budget)
