CALL FOR PROPOSALS — EACEA/28/07 Support for the transnational distribution of European films and the networking of distributors — The ‘selective’ scheme (2007/C 311/14) MEDIA 2007 Closed!


The objectives are:

  • To preserve and enhance European cultural diversity and its cinematographic and audiovisual heritage, guarantee accessibility to this for Europeans and promote intercultural dialogue;
  • To increase the circulation of European audiovisual works inside and outside the European Union;
  • To strengthen the competitiveness of the European audiovisual sector in the framework of an open and competitive market.

The overall objectives of MEDIA 2007 have been decided on the basis of these requirements:

  • The consequences of the digital revolution and the enlargement of the EU for the European audiovisual market required a radical rethink of the priorities and structure of the new programme.
  • The public consultation carried out by the Commission in preparation for MEDIA 2007 identified areas where changes were required. Firstly, action under the MEDIA programme had to be adapted to developments in technology and the market, to reflect the consequences of digitisation. MEDIA 2007 also had to address the problems of audiovisual professionals in the new EU countries, and include innovative, targeted action in the field of digitisation and measures to facilitate access to credit for small and medium-sized businesses.


Distribution of any film from another European country: the film must have been majority produced by a producer/producers established in countries participating in the MEDIA programme and made with a significant participation by professionals from those countries. The film must be a recent work of fiction, cartoon or documentary more than 60 minutes long and from a different country than the country of distribution. The copyright of the film cannot be dated earlier than 4 years before the year of submission of the application  Films with a production budget of more than €15 million are not eligible.
