Objectives

Community programme to promote safer use of the Internet. ‘Safer Internet plus’:

  • Fighting against illegal content.
  • Tackling unwanted and harmful content.
  • Promoting a safer environment.
  • Awareness-raising.

Actions

(A) FIGHTING AGAINST ILLEGAL CONTENT.

  • Hotlines to report illegal content.
  • Provide funding and evaluate the effectiveness of hotlines.


(B) TACKLING UNWANTED AND HARMFUL CONTENT.

  • Assess the effectiveness of available filtering technology for user empowerment.

(C) PROMOTING A SAFER ENVIRONMENT.

  • Create A fully functioning system of self-regulation.
  • stimulating networking of the appropriate structures within Member States and developing links with self- regulatory bodies outside Europe.
  • Rating of websites for quality.
  • Encouraging service providers to draw up codes of conduct.
  • Promoting research into the effectiveness of rating projects and filtering technologies.


(D) AWARENESS-RAISING.

  • Devise awareness-raising campaign using the most appropriate media.
  • Establish and maintain a partnership (formal or informal) with key players (government agencies, press and media groups, ISP associations, user organisations, education stakeholders).
  • Promote dialogue and exchange of information.
  • Cooperate with work in areas related to this programme.
  • Inform users about European filtering software.
  • Cooperate with other national nodes.
  • Provide a pool of expertise and technical assistance to start up awareness-raising.

(E) LOGISTICAL AND INFRASTRUCTUAL SUPPORT FOR NODES IN EACH MEMBER STATE.

  • Provide effective communication.
  • Provide training in safer use of the Internet.
  • Provide technical assistance to start up awareness-raising in candidate countries.
  • Propose indicators and manage the collection, analysis and exchange of statistical information about awareness-raising activities.
  • Provide infrastructure.
  • Expand awareness-raising activities.
  • Participate in the Safer Internet Forum.
