The global objective of this Call for Proposals is to promote the development of the private sector, with special emphasis on encouraging the growth and expansion of Small and Medium Enterprises in Central Asia.

The specific objectives of this Call for Proposals are:

  • To reinforce the role and the competences of Central Asian Business Intermediary Organisations, specifically with regard to their capacity to support SMEs and to influence policies in favour of micro and small scale companies;
  • To improve the business climate for SMEs, including encouraging regional economic integration.


Institutional capacity building activities, including exchange of best practices and experiences, targeting Central Asian Business Intermediaries (BIOs) and Small and Medium Enterprises (SMEs).

In order to effectively upgrade the services provided to the local SMEs by Central Asian Business Intermediary Organisations, the applicants shall clearly focus their proposals on specific sectors and themes.


  • Access to finance,
  • Human resources development,
  • Investment policy & promotion.


  • Agro-business & food processing,
  • Tourism,
  • Handicraft, art and cultural crafts,
  • Transports & logistics,
  • Information & communication technologies,
  • Environment.

European community funding

The Community provisional funding available for the call for proposals is:

  • 3,80 Million EUR (Orientation of the budget)
