1. Community financial aid in the field of the trans-European transport and energy networks - TEN-T / TEN-E

    published in OJEU L 162, 22.06.2007, p. 1 under Energy

    period 2007 - 2013

    description and objectives

Objectives of the trans-European transport network TEN-T are:

    • Ensure mobility of persons and goods
    • Offer users high-quality infrastructures
    • Combine all modes of transport.
    • Allow the optimal use of existing capacities.
    • Be interoperable in all its components.
    • Cover the whole territory of the Community.
    • Allow for its extension to the EFTA Member States, countries of Central and Eastern Europe and the Mediterranean countries.

    Objetives of the TEN-E are:

    • Interconnection, interoperability and development of trans-European networks for transporting electricity and gas are essential for the effective operation of the internal energy market in particular and the internal market in general. Users should have access to higher-quality services and a wider choice as a result of the diversification of energy sources, at more competitive prices. Closer links should therefore be established between national markets and the EU as a whole. With that in mind, the new Member States are now fully incorporated into the Community TEN-E guidelines.
    • Ensuring the security and diversification of supply. Interoperability with the energy networks of third countries (accession and candidate countries and other countries in Europe, in the Mediterranean, Black Sea and Caspian Sea basins, and in the Middle East and Gulf regions) is essential.
    • Reduce the isolation of the less-favoured, island, landlocked or remote regions, thus strengthening territorial cohesion in the European Union (EU).
    • Promotes sustainable development, in particular by improving the links between renewable energy production installations and using more efficient technologies, thus reducing losses and the environmental risks associated with the transportation and transmission of energy.
    actions
    • Project ‘of common interest’ a project or a part of a project identified as being of common interest for the Community in the field of transport in the framework of Decision No 1692/96/EC or in the field of energy in the framework of Decision No 1364/2006/EC.
    • Project the field of transport means a project of common interest located on an axis, or any other project, listed in Annex III to Decision No 1692/96/EC or in the field of energy a project of common interest considered to be a priority for the Community in the framework of Decision No 1364/2006/EC.
    • Project ‘European interest’ the field of energy means a mature project located on a priority axis referred to in Decision No 1364/2006/EC and which is of a cross-border nature or which has a significant impact on cross-border transmission capacity.
