1. Commission Management Committee clears exceptional advanced CAP direct payment for EU farmers

    According to the decision taken within the European Commission's Direct Payments Management Committee, Member States will be allowed to advance 50% of the CAP direct payments to farmers having requests aid during 2012. Thus, farmers will receive aid by October 16th instead of December 1st.

    The Commission's Direct Payment Management Committee has approved an exceptional advanced CAP direct payment in view of the liquidity problems farmers are facing due to the difficulties caused by current financial crisis as well as the effects in production of adverse climatic conditions. According to the decision, they will be able to receive aids on first day of the 2013 budget year, which is almost one month and a half than expected.

    Until the decision taken by the Committee, ten Member States have officially requested to be able to make advance payments. These countries are Portugal, Spain, Italy, Greece, Lithuania, Hungary, France, Latvia, Romania and Ireland.

    Furthermore, the Management Committee has endorsed an exceptional derogation regarding farmers in Italian regions of Emilia Romagna, Lombardia and Veneto in Northen Italy, who were especially affected by an earthquake by the end of May. These farmers will receive advance payments from August 1st and will be allowed to receive 50% of the payments within a maximum limit of €40 million for advances paid before October 16th.
