Education ministers adopted a resolution for a renewed European agenda for adult learning. In addition, the Council also adopted conclusions on language competences to enhance mobility, the modernisation of higher education, and a benchmark for learning mobility. Moreover, Ministers  took note of information from the Danish delegation on the Presidency's priorities for the coming semester, in particular, the examination of the "Erasmus for all" proposal, benchmark for employability, and entrepreneurship and innovation.

The Education, Youth, Culture and Sport Council meeting ended with an agreement among European ministers for renewing the European agenda for adult learning. In particular, the Council adopted a resolution on a this subject, which aims to bring fresh impetus to this important area of education and sets out a long-term vision in this field up to 2020, establishing also a number of short-term priorities to be achieved by 2014.

In addition, Ministers adopted conclusions on language competences to enhance mobility which are aimed primarily at re-emphasising that language learning is a key factor in promoting economic growth and competitiveness, as well as in enhancing mobility and employability. For Ministers it is also a priority to boost the European higher education.

The Council also adopted conclusions on developing a benchmark for learning mobility, to complement the five existing reference levels of European average performance ("benchmarks"), agreed under in 2009 the strategic framework for European cooperation in education and training ("ET 2020") and to be collectively achieved by 2020. Among the measures proposed at the meeting, Commissioner Vassiliou presented the proposal for a regulation establishing "Erasmus for All": the new EU Programme for Education, Training, Youth and Sport, which was recently adopted by the Commission.
