SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION

II.1.1) Title attributed to the contract by the contracting authority:

International restricted tender invitation procedure no. 01/2008 shall be the collection of documentation for predetermination of the economic and financial, as well as the technical capacity (prequalification) of the tenderers as possible holders of procurement, by collection of offers for the needs of the building of the “Macedonian Philharmonic Orchestra" Skopje, for the Construction Project with the following phases: architectural design, static elements (construction), water control installations, electricity installations (high and low current), acoustics of the concert halls and practice halls, stage equipment, thermal technical installations and air conditioning, floor organization with landscaping.

Facility surface area: the total developed surface area of the facility is 16 000 m², with a steel roof construction of 4 000 m²; the facility is divided by function in 2 under ground levels for technical equipment rooms servicing the facility and the required number of parking places intended for the facility and 3 levels above ground, which accommodate the required contents of the facility.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

III.2) CONDITIONS FOR PARTICIPATION

III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:

Information and formalities necessary for evaluating if requirements are met: — Statement by the candidate that in the last 5 years they have not been subject to a standing verdict for participation in criminal organizations, corruption, fraud or money laundering; - A certificate that a bankruptcy procedure has not been initiated in front of a competent authority; - A certificate that a liquidation procedure has not been initiated in front of a competent authority; - A certificate for payment of taxes, contributions and other public dues by the competent authority in the country of registration of the candidate; - A certificate that there are no legally effective security measures against the entity which stipulate prohibition of the professional activities or - Document for registered activity issued by the Central Registry of the Republic of Macedonia for performing of main activity or evidence issued by the competent authority from the country of registration of the candidate. duties, i.e. a temporary prohibition for conducting a certain activity.

III.2.2) Economic and financial capacity:

Information and formalities necessary for evaluating if requirements are met: — Report on the balance sheet, verified with the competent authority, i.e. the revised balance sheet or extracts from the report on the balance sheet, in cases when publishing of the balance sheet is prescribed by law in the country where the candidate has been registered for the last 3 years (2005, 2006 and 2007) - Extract from the total turnover of the enterprise (data from the profit and loss sheet issued by a competent authority, i.e. the revised profit and loss sheet) for the last three years (2005, 2006 and 2007).

Minimum level(s) of standards possibly required: — Minimal annual turnover of the candidate for the last 3 years (2005, 2006 and 2007) in the amount of 10 000 000 EUR.

III.2.3) Technical capacity:

Information and formalities necessary for evaluating if requirements are met: — List of same or similar type of works performed in high-rise construction in the last five years, with total cost for the works, the investors (reference list), dates and amounts; - At least three references by procurers for which previous procurement of works of the same or similar type has been performed, regarding the construction of high-rise objects in the last five years and the appropriate, timely and quality performing of the tasks by the candidate; - Verified statement by an authorized representative of the candidate relating to the number, qualifications and years of experience of the technical staff and other experts working for the candidate who will be responsible for realization of the agreed activities, as well as a statement relating to the persons (number, qualifications, years of experience) responsible for quality control, for guaranteeing the quality in the performing of the activities and compliance with the relevant standards for that type of activities; - Evidence (certificates or attestations) issued by quality control competent authorities, organizations or other legal entities, which will certify the quality of the products and services of the candidate; - Number and qualifications of the employees (vocational skills regarding the subject of procurement) and description of the management skills of the management personnel of the candidate; - List of the functional technical and transportation means at the disposal of the candidate; - Written statement by an authorized representative of the candidate authorizing the Procurer or another person authorized by it, as needed, to perform an inspection of the production and construction capabilities of the candidate; - Written statement, regarding activities completed, by an authorized representative of the candidate with which the candidate is providing a 2 (two) year warranty after the completion of the construction activities.

Minimum level(s) of standards possibly required: 1. To submit a list of a minimum of 3 constructed high-rise objects in the last 10 years or objects under construction in the country or abroad, whose area is no less than 10 000 m² and value is no less than 3 000 000 EUR; 2. To provide evidence of having highly-qualified personnel with at least 5 years of working experience in the following fields: - Architects, minimum 3; - Civil construction engineers, minimum 5; 2 of which with working experience on steel constructions; - Mechanical engineers, minimum 2; - Electrical engineers, minimum 2; 3. To submit evidence of having the following vocationally trained persons: - Masons-bricklayers, minimum 20; - Bar benders, minimum 10; - Metal workers, minimum 10; - Crane operators, minimum 3; - Attested welders, minimum 5; 4. To submit evidence of own minimal mechanization and equipment, owned by the contractor: - Excavators with power higher than 100 kW - 2; - Vibratory compactor – 1; - Trucks with rated capacity exceeding 15 tons – 6; - Cranes with boom longer than 40 m - 3; - Hoists with rated capacity exceeding 20 t - 2;
