    II.1.5) Short description of the contract or purchase(s):

    NedTrain B.V. executes for NS Reizigers B.V. the refurbishment of passenger train coaches. For this activity, NedTrain is looking for a supplier of flooring systems for the VIRMm1 refurbishment project.

    NedTrain intends to conclude an agreement for flooring systems for the VIRMm1 project that covers approximately 416 coaches. In this contract there is an option for the VIRM 2/3 project which covers approximately 250 coaches and/ or an option for other similar refurbishment projects, NedTrain may call on the option at its discretion. The contract will cover the duration of the VIRMm1 project, and will have the possibility for extensions for the option(s) mentioned, as long as the extensions start within 2 years after the end date of the VIRMm1 project. Candidates can derive no rights from these options. Additionally the delivery of spare parts for the period of 18 years is included in the scope.

    It is of the utmost importance that the supplier selected is involved in and plays an integral part in the design and build teams. NedTrain wishes to enter a final agreement for the VIRMm1 project in respect of th flooring system. A final agreement can only be reached in the event that NedTrain is granted the VIRMm1 project by the customer NS Reizigers (NSR).

    Special note to the VIRMm1 Project.

    The Scope of Supply of this European Tender consists of the following:

    NedTrain is looking for a supplier acting as a system integrator, being responsible for the engineering and delivery of a complete flooring system that has an economical and technical life span of at least 18 years.

    Installation of the flooring system will be done by a third party already selected by NedTrain. NedTrain will contract the already selected third party, based on the calculated hours for installation, including bonding and drying and any other time required, calculated by the supplier selected.

    This means that the supplier selected (winner of this tender) is the responsible for the installation activities of the entire flooring system: for the time to mount the complete floor into the coach, including the responsibility for the requirements and specifications that NedTrain will use as input for the contract between NedTrain and the third parties. The supplier selected will have the opportunity to communicate with these selected third party to share the knowledge to have the best solution. The detailed specifications of the Scope of Supply will be published by NedTrain during the RFP phase.

    The flooring system must be applied in the compartments, vestibules, stairs and optional the drivers cabin. It consists of:

    — Floor panels,

    — Floor covering and all related parts,

    — Integrated fixing points seats,

    — Integrated fixing points to the car body (including the shock mounts),

    — Integrated fixing for relating systems,

    — Kick plates stairs and entrance door,

    — Tread plate,

    — All fasteners and fixings,

    — All related parts and products to install the floor in the train (including glue, kit, etc.).

    The Scope of Supply includes the following activities:

    — Engineering/ design,

    — Delivery of all documentation involved,

    — Logistics: JIT planning, transport, returnable racks/ packaging, … ,

    — Engineering of all tooling required (e.g. for placement and maintenance),

    — Dedicated support at location Haarlem during PTO and TO phase,

    — Delivery of spare parts up until 18 years after finalization of the project.

    The Scope of Supply as described is an indication; during the tendering process and implementation of the project, the experience and/ or new insights may lead to changes in the scope.

    Note: The production of the tooling is no part of the scope, it will be produced by NedTrain. The supplier selected must provide the necessary input and engineering will be done in close cooperation with NedTrain. Also not included in the scope are air ducts and floor to floor.
