    This Invitation for Expressions of Interest follows the General Procurement Notice for this project, which has been published at the Procurement Opportunities section on the EBRD website on 04 September 2012.

    Assignment Description:

    A pilot project for the rehabilitation of street lighting in 20 municipalities has been implemented in 2008-2009, financed with funds from the Kozloduy International Decommissioning Support Fund ("KIDSF").

    Based on the reported significant savings in electricity consumption for the street lighting under this pilot project, the Ministry of Economy, Energy and Tourism ("MEET") extended the program for the implementation of rehabilitation works (supply and installation of facilities) in 14 municipalities located throughout the country and divided into 3 lots (the "Project").

    MEET intends to use funds from the KIDSF to finance consultant services for supervision of the implementation process, approval of payments and preliminary evaluation of the preliminary results for the three lots of the Project ("Supervisor") for the following tasks:

    • Training of representatives of the final beneficiaries of the sub-projects for carrying daily monitoring and reporting on the implementation works;

    • Support to the final beneficiaries on any other issues related to the monitoring of the implementation works;

    • Approval of the changes proposed by the Contractor;

    • Validation of successful partial/full implementation of the sub-projects by the Contractor, based on reports by the beneficiaries and site visits;

    • Approval of payments to the Contractor;

    • Development and implementation of a methodology for monitoring and verification of the results from the measures;

    • Evaluation of the results from the measures based on energy audits of the systems, structures and facilities, after the project successful implementation.

    Assignment expected start date and duration: The assignment is expected to start during the first quarter of 2013 and to last for a period of approximately ten (10) months.

    Maximum Budget available for the Assignment: one hundred thousand euro (EUR 100 000), excl. VAT.

    Funding Source: The contract for the consultancy assignment will be financed with grant funds from KIDSF.

    Eligibility: The selection shall be done in accordance with the EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to Consultants from the following eligible countries as of 1st of September 2012: the EU member states, Switzerland and the EBRD's countries of operation. All goods and services must also originate from an eligible country.

    The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.

    Consultant's Profile:

    Corporate services are required. The Consultant may be a firm or a combination of entities in the form of a joint venture, consortium or association /"JVCA"/.

    The Consultant must provide evidence of experience in the following key areas:

    • Supervision and/or management of the implementation of energy efficiency projects, including components, systems and equipment;

    • Supervision of the implementation of project(s) for street lighting system(s) with remote control and software system for management and control of the street lighting;

    • Training and development of methodology measures and recommendations for technical supervision of projects for street lighting system(s) with remote control and software system for management and control of the street lighting;

    • Monitoring and Measurement activities for the analysis and evaluation of machines, elements and equipment carried out in certified centers or laboratories.

    Status: Interested companies/JVCA are hereby invited to submit expressions of interest.

    A firm (and/or its associates and affiliates) selected for this consultancy assignment, will be requested to limit its role to that of Consultant ("TAC") and disqualify itself from work in any other capacity (including tendering on any part of this project) except that of consulting services for follow-on services.

    In order to determine the capability and experience of the consulting companies, seeking to be shortlisted, the information submitted with the Expression of Interest shall include the following:

    • Cover letter including full contact details, including address of the company submitting the expression of interest, phone and fax numbers, email address of contact person;

    • Company profile and organisation;

    • Brief information about Consultant's personnel relevant to the assignment, however CVs shall not be submitted with the Expression of Interest;

    • Details of experience or similar assignments in the outlined key areas undertaken in the previous five years filled in the template below:

    In case the Consultant is a JVCA, the Expression of Interest shall provide the aforementioned details for each partner and an indication which firm is the lead partner.

    The above information should not exceed 40 pages.

    One (1) original and four (4) copies of the above mentioned information, in English and a CD containing an electronic version of the Expression of Interest in PDF format shall be submitted to MEET to the address below in an envelope marked "Expression of Interest for Consultant for supervision of the implementation, signing of disbursements and evaluation of the effect of the II tranche of rehabilitation of municipality street lighting (Supervisor)", to reach MEET not later than 06 November 2012, 17:30 h. local time.
