    A summary of the requirement is as follows:

    FFBS Technical Subject Matter Expert support.

    The MOD is in the process of acquiring its Future Forces Broadcast Service (FFBS). This Service will be supplied under contract and produced, implemented and maintained by an external supplier. It will deliver unclassified entertainment, sport, factual and educational programmes to the British Armed Forces community worldwide by means of audio and audio/visual content, taking into account technological developments and viewer/listener habits, in order to sustain the morale and welfare of our Armed Forces and thereby contribute to operational effectiveness.

    The MOD urgently requires technical support and advice during the implementation and initial delivery phases of the FFBS contract, which is expected to be awarded imminently. The required technical support and advice includes reviewing project and test documentation, reviewing monthly reports, attending tests and site visits, reviewing milestones, reviewing and assessing change requests, writing technical reports, reviewing service credit process and user satisfaction results, reviewing system designs, reviewing final programme content schedule and testing, providing monthly updates on technical support progress, providing project related technical advice, and attendance at project and programme reviews.

    The successful technical support and advice Contractor will need to have demonstrated a sufficient level of competences and experience within the following areas:

    — audio and audio/visual broadcast delivery systems,

    — production and editorial control of the audio and audio/visual content to meet the satisfaction of the User demographic.

    The support Contract is expected to last until end 2013. Companies expressing interest in bidding for this requirement to support MOD must ensure that they adhere to MOD policy on conflicts of interest; in the event of a real or potential conflict of interest the Authority’s invitation to tender will require all bidders to demonstrate clearly to the Authority’s satisfaction how this real or potential conflict of interest will be managed by way of a compliance regime.

    This notice is issued without commitment and is for the sole purpose of allowing Industry to register an interest in providing this service to the MOD. On completion of the closing date for Expressions of Interest to be registered (15 days from publication of this notice), the Department will select the companies to be included on the distribution list for the Invitation to Tender. It is anticipated that a maximum of 6 or 7 companies shall be invited to tender on the basis of their response to the criteria below.

    The Authority will, in accordance with Regulation 16 (12) of the Public Contracts Regulations 2006, downselect Expressions of Interest on the basis of compliance with Regulation 23, 24, 25 and 26 and in particular in accordance with Regulation 16 (7) reserves the right to down select on the basis of the following minimum standards of technical or professional ability by way of a Pre Qualification Questionnaire prior to issuing the Invitation to Tenders. All suppliers Expressing Interest in the Requirement will be issued with a PQQ unless it is clear from the Expressions of Interest alone that compliance with the Regulations quoted and the minimum standards of technical or professional ability quoted below are not achievable or held by that supplier. The PQQ exercise will be conducted and will ensure that Invitations to Tender are issued only to suppliers who satisfy the following minimum standards of technical and/or professional ability required:

    (1) evidence of the company’s experience of the provision of services for audio and audio/visual content and broadcast delivery systems;

    (2) details of how the supplier keeps track of technological advances in the industry and relevant skills, experience and qualifications of personnel in relation to the provision of best practice and advice in audio and audio/visual content and broadcast delivery systems;

    (3) evidence of understanding audio and audio/visual content and broadcast delivery system processes and equipment;

    (4) evidence of understanding and experience of testing and acceptance of systems and audio and audio/visual content;

    (5) evidence of understanding and experience of applying UK and international copyrights, media and broadcasting standards and guidelines;

    (6) evidence of understanding audience demographics and worldwide cultural sensitivities;

    (7) evidence of understanding and experience of applying project management processes/techniques.

    (8) evidence of experience working on a large-scale project with large diverse stakeholder groupings.

    Please note these details are not to be provided as part of an Expression of Interest but are listed to highlight that the PQQ exercise will seek to ascertain and apply these minimum standards prior to suppliers being issued with an Invitation to Tender for this requirement.

    In addition to the above, companies will have to provide their full legal name, status and the contact details of the registered office. They will also have to satisfy financial and legal checks and adhere to MOD policy on conflict of interest.
