    The passenger market potential analysis is a part of "Work Package 3" in the Interreg project called Baltic Bird Project (see the tender documents for further information on this).

    This procurement process will be conducted in accordance with the Norwegian Act for public procurement of 16.7.1999 no. 69 (LOA) and the Regulations for public procurement of 7.4.2006 no. 402 (FOA).

    The tendering procedure for this procurement is the open procedure in accordance with FOA part I and II. This procedure allows all interested Suppliers to submit a Tender.

    The Tenderer shall have sufficient performance ability for preforming this contract:

    — the tenderer has executed within the last 6 years at least for 12 airports work equals to the one outlined in the tender covering the full range of airport sizes mentioned above,

    — the tenderer has considerable long term working experience for airports in the Baltic Sea Region throughout the last 12 years,

    — the tenderer has already performed an air transport forecast project for a set of competing airports,

    — the tenderer is experienced in the EU INTERREG approach and transnational thinking preferably but not suspending through air transport analysis as outlined in the tender,

    — the tenderer proofs the ability to generate an accessibility indicator for air transport as used in EU projects. The computation of the accessibility indicator shall be based on the ones used for the European Commission as e.g. outlined in the ETISbase project in respect to the cohesion policy.     Minimum level(s) of standards possibly required:

    The Tenderer shall provide information about his qualification by showing evidence in the area of research and analysis, determining the potential of air traffic with respect to air transport passengers through the execution of projects of those mentioned in section 8.4 “Requirement” of the tender document.
