    II.1.5) Short description of the contract or purchase(s)

    The City of Bradford Metropolitan District Council (the Council) are looking to appoint suitably experienced and qualified provider(s) for the provision of Housing Related Support for adults with mental ill health and/or autism to enable them to live independent lives in their own homes/within the community. The support can be delivered through accommodation based services or through floating support services. The Tender will be divided into 4 Lots:

    Lot 1 Accommodation Based Support Services for Adults with Mental Ill Health – High Level Support (50-60 units).

    Lot 2 Accommodation Based Support Services for Adults with Autism – High Level Support (10-15 units).

    Lot 3 Floating Support for Adults with Mental Ill Health and / or Autism – High Level Support (150 units).

    Floating Support for Adults with Mental Ill Health and / or Autism – Medium Level Support (150 units).

    Lot 4 Floating Support for Adults with Mental Ill Health and / or Autism – Low Level Support (150 units).

    High level support would consist of between 10-12 hours of dedicated support per service user per week which is identified through a omprehensive assessment of need (conducted by the Provider) and delivered in partnership in a way that will support health interventions delivered as part of the service user’s Care Plan.

    Medium level support would consist of between 6 - 8 hours of dedicated support per service user per week which is identified through a comprehensive assessment of need and delivered in partnership in a way that will support health and social care interventions delivered as part of the service user’s Care Plan, or care delivered via a GP, Primary Health Practitioner, or a Mental Health or Autism Day / Wellbeing Service Provider.

    Low level support would consist of 1-4 hours of dedicated support per service user per week which is identified by a comprehensive assessment of need (conducted by the Provider).

    Lots 1 & 2 Are accommodation based. It is the responsibility of the Provider to secure arrangements with existing Registered Providers/Landlords or to secure new properties/units to meet the requirements of the Lots.

    Lot 2 is a new service and therefore the Provider will be required to provide vacant properties/units.

    It is expected that the successful Provider will take on the tenancy management functions of the properties / units so will need to be a Registered Provider.

    The contract(s) will be for a period of 3 years from April 2013 with the option to extend for an additional one year period subject to the Council's discretion. The figures quoted are indicative only as the Council can not guarantee future levels of need against this requirement.

    Precise information on deadline(s) for lodging appeals: The City of Bradford Metropolitan District Council will incorporate a voluntary minimum ten calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefingfrom the contracting authority before the contract is entered into and to start proceedings where such action is necessary. Such additional information should be requested from the person stated in the contact details insection I.1 of this document.

    If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006/5 (as amended)) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where a contract has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the court has the options to award damages and/or to shorten or order the contract ineffective.
