    Rehabilitation of Plovdiv and Shabla Substations and Implementation of a Substation Automation System (SAS) at TPP "Varna" Switchyard

    This invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD's Web site on 9 September 2011.

    The National Electric Company of Bulgaria, JSC (NEK) has received grant funds from Kozloduy International Decommissioning Support Fund, administered by the European Bank for Reconstruction and Development (EBRD) towards the cost of Rehabilitation and Extension of the National Power Transmission System.

    The Employer now invites sealed tenders from eligible Tenderers for the following contract(s) to be co-financed with KIDSF resources:

    Lot 1: Rehabilitation and Refurbishment of 400/220/110kV "Plovdiv" Substation – reconstruction of switchyard 220kV

    Lot 2: Reconstruction and extension of 110/20kV "Shabla" Substation

    Lot 3: Implementation of a Substation Automation System (SAS) at TPP „Varna" Switchyard

    The contracts for the three different lots above will comprise:

    • Delivery of equipment and installation services, as required by design,

    • Manufacturing, erection, and all related civil works,

    • Commissioning, structural completion and connection of the facilities to the power supply

    Tenderers may submit proposals for any one Lot separately or for the three Lots at their discretion. Each Lot shall be priced separately.

    The procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to Tenderers from the following eligible countries as of 1 June 2012: the EU member states, Switzerland and countries of EBRD operation. All goods and services must also originate from an eligible country.

    Tender documents (1 set comprising of all three lots) may be obtained from the address below upon payment of a non-refundable fee of two hundred and fifty (250) EURO or equivalent in BGN to the following account:

    Each Tenderer, upon payment of this amount through a bank transfer, shall send to the contact person given below, either by email or by fax, a copy of the payment order.

    Alternatively, the equivalent in BGN can be paid at the on-site accounting department of NEK, cashier's desk. VAT is included in the fee for tender documents.

    Upon request, the documents will be promptly dispatched by courier upon evidence of payment of the amount mentioned above, but no liability can be accepted for loss or late delivery.

    All tenders must be accompanied by a tender security of:

    For Lot 1: EURO 40 000 (forty thousand)

    For Lot 2: EURO 75 000 (seventy five thousand)

    For Lot 3: EURO 45 000 (forty-five thousand)

    and must be delivered to the address below at or before 12:00 h. on 23 August 2012. At 14.00 h. of the same day the tenders will be opened in the presence of the Tenderer's representatives who wish to attend.
