description and objectives

The global objective of this Call for Proposals is to contribute to a more balanced regional development in Montenegro through a more effective role of local governments in socio-economic development.

The specific objectives and priority issues of this Call for Proposals are:

• To improve the capacity of local governments and their associations(s) to facilitate local socio-economic development through enhanced inter-municipal cooperation
• To promote, establish and/or develop rational and efficient inter-municipal cooperation initiatives, institutions or organisation through the participation of local communities and other stakeholders (government, ministries, the Association of Municipalities of Montenegro), in order to improve the delivery public services and/or infrastructures in various sectors described in section 2.1.3 of these guidelies. Suchinter-municipal cooperation initiatives shall be based on principles prescribed in the strategy for inter-municipal cooperation (common interest, equity, proportionality; good governance; clear division of responsibilities, a legal basis for cooperation).

The specific themes to which the actions must relate are:

• Inter-municipal provision of services to citizens;
• Inter-municipal urban transport development or management such as local community roads or other transport infrastructure
• Inter-municipal urban development and environment management;
• Inter-municipal water supply & sanitation and waste management;
• Inter-municipal natural resources management, energy efficiency and pollution control/waste management;
• Inter-municipal infrastructure for education, social and culture purposes, environment, tourism and economic development.

The Community provisional funding available for the call for proposals is:
