The global objective of this Call for Proposals is to reinforce the capacity of selected non-state actors with a global or trans-regional reach and their partners, to conduct early warning activities and conflict analysis and to channel the resulting information and recommendations into relevant policy-making fora.

The specific objectives of this Call for Proposals are:

• To contribute to the establishment, development and reinforcement of early warning mechanisms, as well as access to publicly available early warning information in support of preventing or mitigating violent conflicts in third countries;
• To strengthen the overall capacity to analyse short, medium and long-term risks for conflict and to translate the analysis into early action and response;
• To enhance the mainstreaming of conflict sensitive approaches;
• To increase opportunities for civil society to influence response to conflict risk in a constructive and timely manner.

Lot 1 – Global  Conflict/Risks Assessment and Early Warning Analysis

Contribute to the enhancement of early warning capacities through the provision of early warning information in support of preventing or mitigating violent conflicts in third countries. Such information should result from the conduct of high quality analysis of short, medium and long-term risks of conflict that seeks to inform and influence local and international actors engaged in providing responses to conflict. Such analysis should focus particularly on un-met needs of these local and international actors and, in particular, those which are not adequately or sufficiently covered by publicly available sources of conflict risk. Raise local and global awareness of conflict risks via advocacy, briefings and policy advice, and in doing so, promote the use of early warning systems by policy makers.

Lot 2 – Early warning capacity building of in-country actors

In-country capacity building of peace-building and conflict prevention actors: organisation of seminars – associating relevant EU Delegations and Member States in-country - to sensitize and empower local stakeholders with regard to conflict prevention, early warning methodologies and systems and the application of conflict sensitive approaches (e.g. in addressing root causes of conflict; in applying the principle of ‘do-no-harm’, etc.).
