The global objective of this call for proposals is to support electoral reform in Jordan and therefore contributing to the consolidation of democracy and good governance within the framework of the European Union’s policy on development cooperation with third countries and consistent with the EU’s foreign policy as a whole. Support to electoral reform in Jordan by the European Union has to be seen in conjunction with the support provided to Parliament and Non State Actors as vehicles of good governance (EU Programme on "Democratic Governance" approved in December 2011).

The specific objective of this Call for Proposals is to support the electoral reform process in Jordan in view of supporting Jordan on its commitments towards political reform based on best practices. Support to electoral reform in Jordan within this Call for Proposals will therefore have the following main priorities:

• Lot 1 - Support to the Political Parties: To support the work of political parties in order to increase the relation between parties and population and within parties to facilitate the set up of democratic structures and empower the parties to participate in the political life of Jordan as driving forces.
• Lot 2 - Support to Civic Awareness Campaigns: To support civic and voter education efforts by Non State Actors in order to address the public at large and specific target groups in particular on issues related to the electoral reform and enabling them to participate in electoral processes as actors of change.
