Objectives

The European Commission, Directorate-General for Humanitarian Aid and Civil Protection, Civil Protection Policy, Prevention, Preparedness and Disaster Risk Reduction Unit, is launching a call for proposals with the aim of identifying projects on preparedness and prevention which might be eligible for financial support in the framework of the Council Decision establishing a Civil Protection Financial Instrument.

The 2011 call for proposals for projects on prevention and preparedness in the field of civil protection covers two separate sections, each with specific objectives and budget:

Objectives of prevention projects

  • Objective 1: Developing knowledge-based disaster prevention policies
  • Objective 2: Implementing prevention measures
  • Objective 3: Improving the effectiveness of existing policy and financial instruments with regard to disaster prevention

Objectives of preparedness projects

  • Objective 1: Improve the effectiveness of emergency response by enhancing the preparedness and awareness of civil protection professionals and volunteers
  • Objective 2: Support and complement the efforts of the participating states for the protection of citizens, environment and property in the event of natural and man-made disasters
  • Objective 3: Facilitate reinforced cooperation between the participating countries in preparedness for civil protection and marine pollution

Actions

Objectives of prevention projects

Objective 1: Developing knowledge-based disaster prevention policies

  • Actions developing hazard identification and risk modelling
  • Actions drawing lessons from past disasters to look at potential improvements to disaster prevention

Objective 2: Implementing prevention measures

  • Actions on awareness-raising of the general public on disaster prevention
  • Actions aiming at developing a curricula for prevention training, in particular “train the trainers" curricula
  • Cross border and civil protection co-operation regarding the prevention of natural and man-made disasters, which may affect critical European/cross-border infrastructures

Objective 3: Improving the effectiveness of existing policy and financial instruments with regard to disaster prevention

  • Actions to improve the effectiveness of financial instruments supporting disaster prevention
  • Actions assessing the costs and benefits of risk prevention measures.

Objectives of preparedness projects

Objective 1: Improve the effectiveness of emergency response by enhancing the preparedness and awareness of civil protection professionals and volunteers

  • Cross-border civil protection cooperation for direct response to natural and man-made disasters, which may affect critical cross-border infrastructures between two participating states or which require specific technical skills or know-how

Objective 2: Support and complement the efforts of the participating states for the protection of citizens, environment and property in the event of natural and man-made disasters

  • Actions aimed at enhancing operational cooperation in the Community Civil Protection Mechanism, enabling participating states to develop, exercise and register multinational modules

Objective 3: Facilitate reinforced cooperation between the participating countries in preparedness for civil protection and marine pollution

  • Actions aiming to increase the participating states preparedness for chemical, biological, radiological and nuclear acts of terrorism and industrial accidents
  • Actions aiming to increase the participating states' preparedness for receiving international assistance including the support that Participating States can provide to facilitate international assistance transiting their territory by land, sea, or air
  • Actions aiming to increase the participating states preparedness to shoreline consequences of marine pollution accidents

European community funding

The Community provisional funding available for the call for proposals is:

  • 2,00 Million EUR (Partial budget for area 1)
  • 1,60 Million EUR (Partial budget for area 2)
