The European Commission, Directorate-General for Environment, Civil Protection Unit has launched a Call for Proposals with the aim of identifying full scale exercises which might be eligible for financial support in the framework of a Civil Protection Financial Instrument and under a Community Civil Protection Mechanism. This financial support will take the form of grants.

This call for proposals for full scale exercises refers to Action 2.3, one of the actions of the 2009 Annual Work Programme aimed at improving preparedness. The aims and the expected results of this call for proposals are:

    • To establish common understanding of cooperation in civil protection assistance interventions
    • To improve civil protection preparedness and response for emergencies through providing a testing environment and learning opportunity for all actors involved in civil protection assistance interventions under the Community Civil Protection Mechanism.

    The expected results are:

    • Improvement in the response capacity of intervention teams and testing the procedures of the Community Civil Protection Mechanism through real-life practical training.
    • Better awareness of cooperation arrangements.
    • Quicker response time in real emergencies.
    • Better identification of shortcomings in the existing structures.
    • Better communication between HQ and field.

Therefore the goal of this call for proposals is to identify project proposals by eligible organizations/bodies from participating countries that are planned and implemented in such a way that they address the above mentioned aims and have the above mentioned expected results.
