Objectives
ICI- ECP activities general objective:
- To enhance mutual understanding between the peoples of the EU and the Partner Countries including broader knowledge of their languages, cultures and institutions.
- To enhance the quality of higher education and training by stimulating balanced partnerships between higher education and vocational institutions in Europe and in the Partner Countries.
ICI- ECP activities specific objectives:
- To support cooperation between higher education and vocational training institutions with a view to promoting joint study programmes and mobility.
- To foster the mobility of students between the European Union and the Partner Countries by promoting transparency, mutual recognition of qualifications and periods of study, research and training, and, where appropriate, portability of credits.
- To support the mobility of professionals (teaching and administrative staff) with a view to improving mutual understanding, and expertise, of issues relevant to the relations between the European Union and the Partner Countries.
- To exchange best practices in the field of higher education and vocational education and training, and to promote knowledge building and sharing on horizontal issues of common interest for the European Union and the Partner Countries.

Actions
The current 2009 Call for proposals supports the following activities:
ICI-ECP Joint Mobility projects
ICI-ECP activities shall provide funding for international curriculum development projects that involve short term mobility between the EU and the Partner ICI Countries. Selected consortia will set up a framework for student mobility whereby EU students will typically spend one semester in the Partner Country institution and vice versa with full recognition of the study period abroad by the home institution. Support will include mobility grants for students and faculty members, as well as flat rates/fixed amounts for administering the project.
Each proposal must be based on a consortium formed of institutions from the EU and from one given Partner Country. Projects will be selected and funded bilaterally between the EU and each Partner Country.
Estimated number of Projects to be funded:
- EU-Australia: 3-4
- EU-Japan: 1-2
- EU-Republic of Korea: 3-4
European community funding
The Community provisional funding available for the call for proposals is:
- 2,80 Million EUR (Orientation of the budget)
